We are seeking a Director of Evaluation and Data to provide direction on our Beth Israel Lahey Health's Community Benefits and Community Relations team.

Job Summary: Reporting to the VP of Community Benefits and Community Relations for Beth Israel Lahey Health, this position develops, implements and oversees the evaluation plan and metrics to inform and monitor the impact of Beth Israel Lahey Health (BILH) system and individual hospitals' strategy and programs. This includes building, managing and maintaining the Community Benefits database (AGS) for regulatory reporting. Responsible for developing metrics, training staff, ensuring integrity of data collection, analyzing and evaluating data, applying quality improvement, developing internal and external reports and dashboards on outcomes, and evaluating new and existing initiatives for sustainability, spread and impact. Responsible for translating evaluation questions into analytic plans, analyzing health, community and program data, conducting valid comparisons and statistical tests, and summarizing findings of evaluations.

Develops, implements, manages and monitors BILH CB/CRs evaluation plans and strategy that informs BILH and hospital strategy, programming and resource allocation decisions and align with regulatory reporting.

Supports database design development, data mining and analysis, grant tracking/reporting, impact measurements for all applicable programs. Defines and monitors metrics to adhere to and comply with federal, state, and local regulatory and reporting requirements, including but not limited to measuring impact of programs.

Provides technical assistance, training and support on metrics development, goal setting, indicators, methods, etc. Develops and manages an evaluation framework to measure and track outcomes for and impact of all BILH CB/CR. initiatives. Assesses the efficacy of programs in order to help prioritize the allocation of resources and set goals

Informs, oversees, and evaluates the community health needs assessment, prioritization and community engagement processes for all BILH hospitals. Serves as part of the BILH Community Benefits program leadership team and contributes to the development, implementation and execution of data driven strategic initiatives.

Oversees evaluation plans/components for Determination of Need requirements as appropriate. Facilitates compliance with all Federal, State, and local regulatory requirements, reporting and filings for all BILH hospitals. Uses evaluation and indicators to identify ways improve access to care for underserved and vulnerable cohorts.

Integrate evaluation metrics into community benefits programming and activities. Collaborates with internal and external stakeholders including coalitions, community-based organizations, public health entities, hospitals and providers to integrated evaluation and metrics into community benefits activities and programs.

Identifies evaluation-related training needs and provides training. Provides capacity building training and support to CB staff, board, and stakeholders around evaluation including key terms, data collection and the importance of collective impact.

Develops, compiles, maintains and monitors regular dashboards. Synthesizes data analysis into clear, relevant, and visually appealing materials that can be used by internal and external diverse stakeholders to make strategic decisions.

Has the responsibility to lead and support managers and directors in developing and improving operations to create optimal performance levels. Direct Reports: None Indirect Reports: None

Requirements

Required Qualifications:

Master's degree in Public Health or Public Policy required.

More than 10 years related work experience required and 1-3 years supervisory/management experience required

Progressive experience conducting and leading data analysis and cross-functional, long-term, complex, multi-faceted evaluation initiatives with diverse stakeholders.

Program evaluation, including process and outcome evaluation, qualitative and quantitative methods, and varied levels of evidence applied to public health, community health, community engagement, strategy, and policy and planning.

Exceptional evaluation skills, including design, advanced inferential statistics, and qualitative research methods. Proven capacity for project management.

Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications. May produce complex documents, perform analysis and maintain databases.
