Job DescriptionThe Town of Brookline is seeking an Assistant Treasurer to work under the direction of the Director of Finance in overseeing cash flow management, planning, and control of Town funds. Responsibilities include maintaining the daily cash sheet, reconciling bank and investment accounts; and supervising the preparation and disbursement of all vendor and payroll payments.Qualifications:Bachelor's degree in accounting, business administration, or related field; four years of progressively responsible accounting experience, including Treasury management; or any equivalent combination of education, training and experience. Must be able to be bonded.Familiarity with financial principles such as time value of money, discounted cash, and compounding interest; Microsoft Office skills; and comprehensive knowledge of Commonwealth statutes and municipal rules and regulations. Ability to communicate effectively and establish working relationships with town departments and financial institutions; maintain complex financial record keeping systems; prioritize multiple tasks under considerable time pressure; and ability to prepare complex financial reports.Starting salary $76,256.59 plus generous benefits. Hybrid Work Schedule Eligible Position Assistant Town Treasurer Job DescriptionPosition Purpose: The purpose of this position is to provide skilled administrative, technical, and bookkeeping work in the receipt, expenditure, and custody of municipal funds as well as in assisting the Treasurer to discharge the duties of the office; all other related work as required. Supervision:Supervision Scope: Performs a variety of responsible duties of an administrative nature requiring the exercise of judgment to interpret guidelines and carry out assignments independently.Supervision Received: Works under the administrative direction of Treasurer/Collector and the Director of Finance and in accordance with applicable Massachusetts General Laws, town policies, town bylaws, and relevant state, federal, and local regulations and standards. Establishes own work plan and completes work in accordance with established departmental policies and standards; only very unusual cases are referred to supervisor. The Assistant Treasurer functions as the Town Treasurer in his/her absence. Supervision Given: In the absence of the Treasurer/Collector and Director of Finance, may be required to assist in the supervision of employees and/or coordinate efforts with office manager. Job Environment:Work is performed under typical office conditions; work environment is moderately noisy. Operates a computer, telephone, copier, facsimile machine, printer, and other standard office equipment. Makes frequent contacts with members of the banking community, other town departments/boards/committees, pension administrators, insurance providers, health care providers, and retirees; makes occasional contact with the general public when assisting at the counter during busy times; communicates in person, by telephone and via standard reports. Contacts require moderate persuasiveness and resourcefulness to influence the behavior of others. Has access to department-level and town-wide confidential information; the application of appropriate judgment, discretion and professional office protocols is required. Errors could result in significant confusion and delay, loss of department services, loss of revenues, and have town-wide financial repercussions; errors could cause exposure for the Town to legal liabilities.Essential Functions:(The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed.   • Oversees cash flow management, planning, and control. Initiates bank wires and issues manual checks as necessary to maintain cash balances and fulfill warrant expenditures. Maintains daily cash sheet with bank balances. Determines if cash needs to be transferred.
  • Manages short-term cash in town bank accounts and maintains ledger of account balances.
  • Supervises the preparation and disbursement of town payments for purchases and services, based upon warrants issued by the Comptroller.
  • Balances monthly bank statements. Follows up with town and school departments regarding failure to report and record cash activities.
  • When necessary, interacts with taxpayers needing special or additional attention. Answers questions, provides information, explains the department's policies, procedures, rules, and regulations. Researches questions and complaints and works to resolve them. Refers questions to supervisor as appropriate
  • Prepares the vendor check runs three or more times a week.
  • Completes a variety of reports for the Treasurer. Performs special projects as requests by supervisor.
  • Communicates with various banks daily; verifies bank balances, transfers/wires funds for payment of bills or payroll, requests stop payment on checks, inquires of interest rates, requests copies of deposits, following up on bad checks or other banks charges, adjustments, fees, etc.
  • Prepares Refuse and/or Water refunds for payment.
  • Signs retirement checks monthly.
  • Performs similar or related work as required, directed or as situation dictates.Recommended Minimum Qualifications: Education, Training and Experience:Bachelor's degree in accounting, business administration, or related field; four years of progressively responsible accounting experience, including Treasury management; or any equivalent combination of education, training and experience.Special Requirements:Must be able to be bonded.Knowledge, Ability and Skill:Knowledge: Familiarity with financial and mathematical principles, practices and applications such as time value of money, discounted cash, compounding interest, etc. Complete working knowledge of the principles and practices of financial management and specific knowledge of the legal controls, methods and procedures of municipal finance. Thorough knowledge of computer applications for accounting and financial management. Comprehensive knowledge of GAAP and the UMAS. Knowledge of treasury management and investment of public funds.Ability: Ability to establish and maintain effective and harmonious working relationships with town officials and departments, members of the banking community, benefits providers, and all town and school employees. Ability to communicate effectively in written and oral form. Ability to establish and maintain complex financial record keeping systems. Ability to prioritize multiple tasks and deal effectively with interruptions, often under considerable time pressure. Ability to prepare complex financial reports. Ability to operate standard office equipment. Skill: Specialized skills in utilizing a variety of computer software systems. Skill in operating the above listed tools and equipment. Aptitude for working with numbers and details. Excellent verbal and written communication skills.
